Blacksmith only can do it right? I finding a honest and kind BS who is willing to help me.. thx ;)

you can pretty much ask any whitesmith who's trying to get ranked to do it. all you'd require is several sets of materials to make the dagger...because things break. spam a couple requests up and down pront or look to see who's names are on what elementals and ask them if they're willing to do it.
