Title: I need to know something about the Event Coins

I have 7 Coins left on my Account, and i have 3 i got on other account, and i really want a Imp Pet =(, can i transfer that 3 Coins to the account i have 7? to complete 10 and get my Imp? Please =(

No, the awards are character specific. This was done to keep people from collecting lots of coins from the same handful of NPCs on multiple characters in order to get big prizes, and thus not have them really test anything which was the whole point of offering coins for incentive.
