Title: Venatu steel drop rate nerfed?

Ok I've been in Juperos for hours and I have yet to see a Venatu drop a single piece of Steel, though the drop rate is supposed to be 9% on this server. Obviously the drop rate has been lowered or removed which begs the question WHY! This just makes it harder for beginner blacksmiths like myself, and harder for the community as a whole to get elemental weapons.
About to try Einbroch dungeon, kind of scared that the drop rate of steel has been nerfed there too. Anybody know anything about this perplexing situation?

almost all good drops get nerfed , because the broken economy doesnt need to get broken . haha
