where do i change job to sniper??

once you have at least 40 job level, go to the person that turned you into an archer in proterra.

in prontera i turned into a hunter, but she wont turn me into a sniper and im job lvl 40. i turned to an archer in payon

You need to transcend.

Once you get to level 99/50, go back to the job changer, and turn into a high novice.

Once you get to (at least) a job level 40 high archer, you can job change to a sniper.

oh i thought once i hit job lvl 40 as a hunter i could change to sniper

When the RO staff were originally drawing them up, they did consider it this way, actually. It was going to be a 3-1 3-2 class. Way back when I remember the early sketches of the trans classes. The SinX one stayed, from one that I saw, and some of them were just plain awesome, wish those were implemented instead :-\

But anyway, trans, then become a sniper. 90+ is hard, so you should try to get there before the end of the 1.5xp time... it makes it a LOT easier.
