Title: Teddybear hat quest

Ok so i have all the ingridients for a teddybear hat, but I can't find the NPC that makes it. Could someone tell me where he is? Thanks

I went there and he's not there. There's only an armor dealer and a weapon dealer. D:

Try up close to the entrance to the toy factory I believe it is just left  of the path comeing down from  tf.  I could be wrong though.

Nope. The Hat Master doesn't make Teddybear Hats. Thanks though.

other than the link i would suggest just poke around you might find it. not sure where it is. did you talk to the npc by the snowman.

Yes, I'm still searching for him in Lutie. Is he even in Lutie?

Ahhh I found him. Or her lol. I talked to almost everyone in Lutie and I have been walking past her all along. xD Thanks guys for the help. Locking Topic now
