i have asked a question like this before but for some reason i can not find it. i have a rogue and sin. and what i know is that with more agi i have higher flee. and more str i can carry more. but im wondering what stats i need to raise if i want to hit more often and hit harder. any help would be great thank you.

dex will raise your hit (so you can hit monsters more) and it also reduces the max-min damage hitbox (min damage is 75 max is 100, reduces it with ? dex to 80 to 100)

Dex is for higher chance of hitting a monster and str is for harder.

Str raises you min and max damage, thus letting you hit harder. Dex raises your hit so you have a higher chance to hit monster and closes the gap between your min and max damage. So with more dex you are hitting for more overall damage...
Examples
Without dex damage could look like this:
300 500 470 280 410 500 460 450 310
With a high dex it could look like this: 480 500 430 390 450 500 470 420 490

shadowfaux explained it really well.
Another good way of thinking of Dex is this - you are fighting an enemy who is very fast and likes to dodge all your hits. In order to hit this enemy you need high dex or else you'll just miss. That's what they mean by increasing your "Hit."
Now, lets say you have high dex and now you want to one shot your enemy, that's where str comes in. Dex makes you actually hit the thing and not miss hitting it, while Str makes you hit it hard enough to make it hurt.
That's the metaphor I use when thinking of Dex and Str.

so then i would want to raise dex and str.

Correct, most people like to have a total of 40-50 dex. If you like stealing often, you may want to go to a total of 50 dex with your sin and rogue. You'll want to have enough agi to have a 95% flee chance of all monsters on the map you are leveling on. Enough str to deal sufficient damage to your opponents. The rest you can put into vit for more survivability for the times when you do actually get hit.
