Title: Where Do I Make My Alarm Mask?

I googled on how to make an Alarm Mask and found where its located, to my surprise the location of the maker is in a building.
Problem is, that location does not have a warp portal to go in to. Question now is, where do I make my Alarm Mask?

Funny this should come up, I looked around alde yesterday for said NPC.
He's in a building at the top right of the city (the one that looks like a church).
Go in and he will be in a room on the left.

Lol, funny too because I've been looking around the Top Left, Bottom Left and Bottom Right of the city.
Oh and also, the NPC is mysteriously not in sight. I can't find him in any of the rooms.

u go into the top right corner building then streight ahead through the big room then right and up the stairs in the next room and hes there ~nyo^^

LOL, YOU WERE ALL WRONG! He's in the bottom room then on the right side portal. Important thing is I found it, nvm though thanks anyways.
