Check your...
... video card drivers. Are they up to date? Did you forget to install them?
... DirectX. Go to Start -> Run... -> Type in: "dxdiag" and press Enter, then go to the Display tab and do all the tests.

Which operating system are you using?
Did you install/update your video card drivers? If you know the name, I can go and look for drivers.

Search function is a wonderful tool. I pulled this wonderful gem by GM Denia up:
Not always the case. It can be caused by netmeeting/remote share being activated. If updating directX doesn't help you or updating drivers doesn't help, please see the fix below.
As for the ""Cannot inid d3d OR grf file has problem."
A fix I found via google, the one colored in purple seems to be what usually will do it for players ^^
-PLEASE make sure your system meets the minimum requirements for RO. (voodoo series cards sometimes don't work properly, same with Mobility Rage/Radeon cards.. they might have fixed this problem with the newer cards though.)
MINIMUM REQUIREMENTS: OS: Windows 98se/me/2000/XP CPU: Pentium - 500 or equivalent (AMD CPU, Celeron) RAM: 128MB VGA: DirectX 3D Support VGA: Card with 8 MB video memory SOUND: DirectSound support OTHER: DirectX 8.0
RECOMMENDED REQUIREMENTS: OS: Windows 98se/me/2000/XP CPU: Pentium - 700 or better (AMD CPU, Celeron) RAM: 256MB VGA: DirectX 3D Support VGA: Card with 32 MB video memory SOUND: DirectSound equivalent /3D Surround Sound Support OTHER: DirectX 8.0 or better.
Supported VGA Chipsets: NVidia GeForce 2 MX or better ATI RADEON or better MATROX G400 or better
Compatible but may experience problems NVidia Riva TNT or equivalent Voodoo3 or equivalent S3 Savage or equivlaent ATI Rage128, Mobility rage/radeon or equivalents
KNOWN FIXES FOR CANNOT INIT D3D OR GRF FILE HAS PROBLEM
-Update your video driver and direct x. -Make sure your video driver is listed in the ragnarok setup (to get to set up, go to the folder you have ro installed in and click the icon that says Setup). <= Kaypha mentioned this one.. if it's not there, install your video driver. -Set to full screen mode. -Lower your settings in the RO Setup (usually, this doesn't make much of a difference but I know of one case where it did). -Be sure the resolution you're using in the RO setup is the same one you use on your computer. -Check to see if you're using 'Direct3D HAL' in the RO Setup. If not, choose that one. If you are, choose the other. -Make sure Remote desktop sharing isn't enabled (to do so, open up netmeeting, and under tools, go to Remote Desktop Sharing and go through the whole setup thing. After that completes, go back to tools and uncheck Remote desktop sharing to disable it). Remote Desktop has a nasty habit of sometimes not allowing other applications to use directdraw. [/b][/size] DRIVERS/DIRECTX
DirectX: http://www.microsoft.com/windows/directx/default.aspx Intel Video Drivers - http://downloadfinder.intel.com/scripts-df/support Nvidia Video Drivers - http://www.nvidia.com/content/drivers/drivers.asp ATI Video Drivers - http://ati.com/support/driver.html
If none of this works, run the Directx diags and look for problems there. to run these diags, go Start => Run => type "dxdiag"
Once you get there, check out the Display tab. This will allow you to make sure directdraw and direct3d are working properly and enabled.

DirectX is a windows standard application for running 3D, it operates together with your video card to produce 3D graphics. What you need to do is to figure out what Video card you have, or if you don't have a video card what motherboard you have since if you don't have a video card then it's integrated in the motherboard.
Download something like AIDA32 (http://majorgeeks.com/download181.html) and look for the video card there. Then after you've figured out your video card go google it's drivers.

I use to run off of that.
Try reinstalling drivers. The 828 series has given me a lot of headaches.

That's your motherboard integrated graphics controller. Most MB's have one Download drivers here http://www.soft32.com/download_180244.html (http://www.soft32.com/download_180244.html)
Though if your laptop says Radeon then chances are that there's a graphic card in there as well. What model is the laptop?

Direct3D HAL should work in 800x600x16 too, which, unless you really want to play in 640x480x16, is your other option. I'm also going to assume you use Vista since you're on a laptop, which makes problems of itself when running this.

Use the program again, and tell us your video card driver. If there's the "(Microsoft Corporation)" suffix again, well, the Microsoft video card drivers are shit, they don't work. Or maybe try this link: Intel drivers (http://downloadcenter.intel.com/filter_results.aspx?strTypes=all&ProductID=798&OSFullName=Windows*+XP+Professional&lang=eng&strOSs=44&submit=Go!)

I'm assuming that you have a ready nbuilt computer? If that's the case what brand is it? Or do you have an instruction booklet/package/anything that would have the complete specs of your computer.
If you don't have anything to figure out the specs, run AIDA32 again and select "Display" from the list. Then select the first entry "Windows-Display" or something similar. then take a screenshot of that and post it here.

He is using his desktop PC which he formatted beforehand, and I assume, Windows XP detected his video card and installed its own driver, that's why the driver says "(Microsoft Corporation)". I once had the same problem, trying to use a (Microsoft Corporation) driver, but it's no good, they suck. So he should either install the original driver from your link or look on intel.com for up-to-date drivers (here (http://downloadcenter.intel.com/filter_results.aspx?strTypes=all&ProductID=798&OSFullName=Windows*+XP+Professional&lang=eng&strOSs=44&submit=Go!)). Actually, Intel(R) 82810E seems to be his video card.
The radeon card is on his laptop, but he only has problems with the desktop. :S
Soo.. he should just try to reinstall drivers.

sadly i did install new drivers, and it worked, but then i changed the screen revolution and it STOPPED working then i put it back to its original revolution and it STILL wont work lol, so yeah i fixed it and fucked it up again, only thing i can think to do is reformat it, download anthem, downloaded everything again, and never fuck with the revolution again, but thatd like hours T_T

It wont work.
82810E, which is what my old desktop runs (as previously mentioned somewhat), along with every other internal 828 series, is a complete pain in the ass. The only real solution is to buy a cheap PCI graphics card. TigerDirect has really cheap ones.
I've had so many troubles running RO before I bought a new graphics card. And your sprites and such will still not render properly, even if you do get it to work again, simply because your card doesn't support it.

Exactly, you don't have the drivers thus your computer can't handle anything more complicated then simple desktop on small resolution. Which is why you need your video card drivers, you probably have some card in there at least. Figure out what it is, get drivers and you'll be done.
