So how do you know when you reach/pass this limit for siggies?

You can right click each image and it will tell you how many px long and wide it is. Generally don't make images any taller then my BC card and you will be ok.

What shane posted helps only if your signature contains nothing but images. Here's the 100% fool-proof test that we mods use when we can't just simply tell a signature is okay by checking image properties:

1) Convert your monitor's resolution to 1024 x 768 (this is the low-end standard that your signature must be compliant with - just because a signature might be fine at a higher resolution doesn't mean it's safe. It has to be no higher than 190 pixels at 1024 x 768).

2) Take a screen shot of your signature on the forums.

3) Open a program that you can paste that screen shot into (photoshop, gimp, mspaint, etc - anything will do).

4) Make a new image file that is 1024 x 768.

5) Paste your screen shot onto the new image.

6) Crop out everything but your signature.

7) See if the remaining image (your signature) is 190 or less.

190 pixels is 190 pixels.  It doesn't matter what resolution you're on.  The only thing changing resolution does is change the size of the pixels.

It would be different if the rule was "1.5 inches tall at 1024x768"

Yes, 190 pixels is 190 pixels, BUT when you deal with long strings of text, or even small strings of text when tabling, your monitor will wrap that text automatically when it gets to the end of a line (and a line's length depends on your resolution). Images, if not tabled properly, will also wrap under each other at lower resolutions. This wrapping effect is what will make a signature seem perfectly fine at one resolution, but not fine at a lower one.
