Title: What card allows skill spammage?

Well .. I know for sure that BS/WS skills are ALL spammable: Weapon Perfection, Overthrust etc. But, I was just wondering is there a card in this server that allows skill spammaging? Or, reduce cast delay cards?

cast delay is reduced by kiel i think. not sure if implemented here. check RMS

Not implemented here.
Only skill that can reduce cast delay is Poem of Bragi (also known as Magical Strings on official)

pretty sure some items do..robe of cast(3%) :D
if only expert rings were implemented.. kiel 30% not here

Hmm.. ASPD should reduce after cast delay as well. Look at DD SQI'd Scholars/HWs/HPs; they're able to spam their IC skills pretty fast.
