how do you use it? does it let you use it as a skill?

If you're talking about the scrolls, then yes; you use it just like any other item. Double click the scroll and assign a target.

Yeah, one time use. If anything, it's for fun, but it does allow for some strategic use, say a Priest whose offensive magic generally only includes Holy Light.
