Title: Thief Abilities Quests?

Well, investigating about the abilities that a thief can learn, I discovered that there are like quest skills, so I tried to do the quest... specifically the sand attack quest, and guess what? the NPC who is in charge of activating the quest is missing, and I have all that is needed for the quest (the items and the job level). My question is: is it needed to activate the NPC so that the quest can be fulfilled? if it needs to be activated, how?

By the way, im aware that there is a guy in prontera's Job office that gives you the skills for a 1k zenny I think, but the fun resides in doing the quest /heh

Some NPC's and quests were taken out, apparently because of issues with bugs. This may be one such case, although I'm not certain.

oh well, it seems the only way to get these skills will be buying them. Thanks for the information /ok
