I think its only donate item. Atleats its on donate page on anthemRO. So i don't believe that you can make one. But if im wrong, my apologizes : D

5$ on the item shop no quest for it ingame yet tough maybe in the next patch when more npcs for the new sloted mid headgears appear they'd include other cute hats with them~nyo^^
