Title: About sniper type

I'm going to make my sniper have high crit. But i have other problems.
Which one is better?
If my sniper have high vit & HP or high flee rate beside luck?
And what gears do I need for both of that type?

Vit is for PvP and MvPing.

While flee can be used for general PvE.
