Title: Orc Warrior NPC for Helm of Orc Hero not there?

I went start the quest for the helmet of orc hero but when i went into the hut near the bridge where the NPC is supposed to be he wasnt there. ._.
Was he moved or is this quest no longer avaliable?  Help please. :/

not sure, i dont think anthemRO has some of the quests here.....=\
