What is it used for, picked it up in abyss dungeon from the blue dragon in lvl2

I think it's for one of those hat making quest, but it require alot of orbs

i believe it A-yam * I think spell it right* and for another hat /swt

and so far I don't think there is npc for it..
either that I don't know where  :-\

but the npc for the quest isnt in the usual spot on our server so im not sure if it can be made here.
