The original thread was asking about Ore downgrading or combining, I can't remember which.

Aena just confirmed that the quests were available here.

Later, supernova313 changed the topic to ask a different question.

Here is Sniper Card's description:
Reduces natural HP recovery by 10%.
Add a 10% chance of gaining 20% of the damage inflicted on an enemy as HP with each attack.

10% chance as opposed to 5%.
