i see a shop whit jewel box and that gave me a question ... where we can find jewel box these days?

Some of the older events gave out those. Its highly likely that the guy with 20 of them has event left overs.

This could be possibly correct. But the quest isn't hard to do. One can open multiple accounts + a warper and have them auto follow each other. That's how I did it.
