If it says the chance of dropping an item in RMS is 1% does that mean its 5% in our server?

Only for monster drops. So if it says a monster drops something with 20%, it's actually 60% here. Not for the drops that you get by wearing cards like Myst Case or Blazer, though. If on RMS it says one card gives you an additional 1% chance to get a Gift Box, it's really only 1%.
