Title: Where is the NPC in Amatsu what trade Rough Winds for Great Natures?

I need to know where exactly is the NPC in Amatsu who trades Rough Wins for Great natures as I'm making Mjol and now trying to get those Rough Winds. =)

Alchemist - Laspuchin Gregory (Palace, 2nd floor)
    Rough Wind for 12 Great Nature or 12 Mystic Frozen or 12 Flame Heart
    Flame Heart for 8 Rough Wind or 8 Great Nature or 8 Mystic Frozen
    Mystic Frozen for 8 Flame Heart or 8 Rough Wind or 8 Great Nature
    Great Nature for 8 Mystic Frozen or 8 Flame Heart or 8 Rough Wind

The NPC is located inside of the castle as shown on the map I provide below.

Once you enter, if you continue straight you will find the warp portal that leads to the next floor and the Alchemist should be visible from that point.
