How the hell do I use one.

If you got that stall permits(misc item) in the Merchant guild, then you should have a skill called Open Buying Stall or something like that. I think you should be a merchant class to use one.
If you just get it from a friend/person w/e you can't use it. unless it's the other type of permit(the usable one) that you can use on every class.

Those permits were "supposed" to be Character bound. I dont know why people are able to sell/trade/drop them in aRO.

Maybe they are on officials, but not on eAthena. So it's nothing "aRO specific", I can make them char bound, though, as there's no reason to sell them other than to confuse players.

How do you get these exactly?... I usually use them only make the character on Autotrade -> leech them...

Autotrade characters can receive leech ? This wasn't the case a few months back. Has this Changed ?

How do I go about using my own merchant to aquire the skill myself?
