The level requirements say level 70 but I'm able to put them on before then. Is that a glitch?

You always could before, and that's how it was for most slotted midgears. Unfortunately some of them are retaining the level requirement now, which is a tad annoying.

I still think the level req for the ET mid gears are garbage, considering it's difficulty and account bound. :<
