how much critical rate should be for a sniper to hit pure critical attack?.. ??? ???

94 is the overall CRIT.
But really now, your CRIT can be lowered pretty badly when you fight a character with enough LUK (it's called "Crit shield").
So there isn't really a "full 100% crit chance on everything in the world" (unless you have over 9000 crit!)

Yes, you can see the crit shield in all it's glory (as Sniper) on a monster like Mavka (117 LUK).
Every 5 LUK, your crit is lowered by 1%.
