Technically I can make whatever weapon I want if I complete it as a novice... right?

You can get whatever weapon you want, anytime. But the NPC will not talk to you if you are not a 2-1 class or trancendent 2-1 class. It doesn't matter what character you complete the quest on.
Complete on Hunter > trancend into Stalker > Get Sherwood. Unable to obtain Artemis or any other sqi besides armors and accessories. Complete on Novice > change to Monk > Get Suiken. Unable to obtain any other sqi besides armors and accessories.
