The door to the Sanctuary seems to be locked so I can see the High priest and start the quest, or get the reward from lost child.
Am I missing something?

are you just starting the rachel sanctuary quest? because if you just started, you need to enter the sanctuary from some window, and you should talk to boy in lost child quest to trigger the window entrance.
