Do the rates mean that When I reach lv 90 after buying the lv 80 leech I have to pay you again? Because you do know that an hour leech which is around 4m can get you to 75-99 NT and asking for around 8.5m for 70-99 is excessive.

no. you only be paying one, unless you arrive those levels and need another leech in a diferent time/by the end of the last leech you bought to him.
